My daughter (11  SWCAH) does not have an IEP or 504 plan.  In my opinion she does not need one.  Her teacher and the nurse are aware of her medical condition and she wears a medic alert bracelet.

Anyway, I agree that the school is not doing enough.  Take it to the school district.  Unfortunately we had an experience similar to this and no one would help so we went to our local news channel.  We got a response real quick after the local news team showed up to talk to eveyone that was in charge.
