I'm 24 yrs old and chose to have the surgery about 4 years ago after having spent years of severe sensitivity and embarassment. I suggest for your daughter to have the surgery while she's young and save her the years of regret. It was a hard time to have the surgery at my age, because i had to make excuses to several people as to why i'd be away for awhile. It's tough at an older age.
