I'm sorry, before I had gotten you confused with someone else who had a baseline cortisol level of 30. Your baseline of 14 is normal, but your adrenals definitely seem to be hyperresponsive. It seems like they are over responding to the stimulation, leaving you depleted and maybe leaving your other hormones, like prog. and preg. depleted, too. Just a guess, I really have no idea why that would happen. There is a low dose ACTH stimulation test, which more closely mimics normal stress. I think it's 2 mg of ACTH instead of 250, something like that. Maybe that would give a better picture of what's truly happening in your adrenals. But anyway, it seems to me that they need to be suppressed and a steroid would do that. Keep searching for a dr who will let you try it.
