Hi Lora Joy!  I have 3 children that have NCCAH, two of whom were on growth hormone injections.  What was your son's bone age compared to his actual age?  You are lucky to be going to NIH.  We too went there almost a year ago.  The genetic testing revealed some great specifics for our family.  I do not really understand the numbers you provided regarding his stim test because I just don't understand a lot of that stuff, so I can't comment.   NIH are the experts and they have found that many kids are being over treated in the U.S., especially NCCAH kids (not that your son is overtreated!).  It will be a relief once you are seen by them.  Good luck and hang in there!
