I think you need to ask clearly and specifically what tests were done and what the results were. Ask for a copy of ALL results.

An elevated ACTH and a low cortisol definitely point to CAH (or Addisons) but you NEED to know if the doctor has done the correct tests for the other levels.  If s/he is an endo s/he should know what to do but I would still get the results and tell us what was tested for. So many doctors get it all wrong. 

Although your symptoms could also be Cushings (except for the short stature) you have had them such a long time. I wonder whether Cushing's would rumble on for so many decades without a major crash somewhere along the way - although I could be completely wrong about that. Also I thought Cushings had a very elevated cortisol level - not a low level.
