Providing the units of measurement are ng/dL as you say, then that is a perfectly normal level for 17-ohp. The levels have some small variation throughout the menstrual cycle but that is still well within the range.

Is that a baseline level or a post ACTH stimulation level?

A baseline level of >200ng/dL (2 ng/ml or 6 nmol/L) needs to be considered with some suspicion (depending on time of monthly cycle) and would benefit from an ACTH stimulation test. Having said that, on some occasions people with levels lower than 200 ng/dL  can stimulate into the LOCAH range. Really need to look at the whole picture of what level the androgens are, what the presenting symptoms are etc.

For a diagnosis of Late Onset CAH one needs to have a post stimulation level of 17-ohp greater than 1,000ng/dL and probably closer to 1,500 ng/dL for a clear cut diagnosis.
