Yes it certainly can fluctuate, depending on what type of treatment you are receiving at the time of the test.  Dexamethasone, anti androgens like Spironolactone and birth control pills will certainly affect your levels.  When I was taking Yasmin and Spriro a few years ago mine dropped from over 400 to 193.  As soon as I came off the levels started rising again at the highest, I was somewhere above 600, don't remember exactly what the number was right now. 

So, treatment will change your testosterone and DHEA and DHEA-S levels for sure, as well as other hormonal values.
