Your story sounds a lot like ours- both of my boys are small for their age (my husband and I are small too)- my 2 year old is almost 23 llbs and around 31.5 inches- he is still in 12month and some 18 month clothing. Recently the docs increased his florineff- and he has started growing again. Talk to your daughter's doc about sodium/ renin levels- might be a cause. Best wishes- Gwen
