My SWCAH daughter is 15 months too and not walking. She doesn't appear to be even close to walking. My older son didn't walk until he was 16 months old, so I am trying not to worry about it, yet. Her dr. did say she would recommend physical therapy if my daughter is not walking by 16 months. Has your dr. recommended physical therapy? It might be worth a try to see if it helps move your daughter toward walking.
By the way, my daughter is very small too. She is in the 3rd percentile for height and weight.
