From every book and parenting magazine I have read, they say not to worry till they are around 18 months old.  They say that children can take as long as up to 18 months old before walking.  My daughter has SWCAH and is 19 months old now.  She weighs around 19lbs (1 percentile for weight) and around 30 5/8" for height (25th for height).  It has taken her a long time to get her weight and height to make any adjustments.  But she started walking at 9 months old.  The only way I was able to get her to do that was we practiced all day.  I would walk to the mailbox and I would set her down to let her walk, then when she got tired I would pick her up.  Then we would just practice many times throughout the day.  The main thing is that she is obviously interested in walking, you just have to probably work with her more.  But as I said about the books I have read, they say not to worry till they are around 18 months old.  Good luck and I hope that this helps you out.
