I completely understand where you are coming from. My 2 yr old has SWCAH and is small for his size. He has only grown 10.5 in. since birth leaving him to be only 32 in. tall right now. His endo AND pediatrician are both concerned about his height and we plan on doing extra blood work at his next endo appointment to make sure he has not developed any new kind of disorder that would have caused his slow growth. If he hasn't then they will start him on growth hormones. I would give your daughter some more time cause not every child is the same. Although pediapred has been known to cause slow growth in CAH children.
