My daughter was given a diagnosis of low tone cp when she wasn't walking at 20 months at the orphange in india.  Luckily they were able to obtain therapy services and they also changed her cah meds and in 3 months she went from barely sitting up to walking.  There is alot of info out about cp.  Since there is a difference in one side over the other and she has oral issues you should have her seen by a neurologist.  Many times milder cases of cp show up in toddlers when they begin to miss milestones.  It doesn't have to be diagnosised in infancy.  I am not a medial person just an experienced special ed teacher with two children of my own with cp.  Weakness on one side is usually something that the pediatrician will very quickly send children to the neuro for exams and early diagnosis so that they can begin treatment if appropriate.  Early intervention is very important.
