my daughter (2 years old) is also on that cortef dose. We got a pill cutter from the drugstore and it's quite easy to cut the half pill into 1/4. Also, I dissolve the pill in a small bit of WARM water and it completely dissolves. I found that trying to dissolve it in cold water or juice creates the particles that you described. Try a bit of warm water. I also have a pill crusher but I don't like it and don't feel I get all the dust.

Try both and see which one you like and is easier!
