The problem is AOL still uses an IP pool. Also many dial-up and a few broadband ISPs still assign dynamic IPs, so requiring a static IP would block out too many people. My own ISP told me I'd get a static IP, only to change it every few months. I have some admin feature appear when the script detects my IP, so I have to reset that every time my IP changes. It's a headache enough for me. I can just imagine how big a problem it would be for people who aren't used to finding out what their IP is, especially if it were to change on a daily basis.
