It is highly unlikely that an affected second girl would present significantly differently from the first affected girl. The level of virilization could be slightly more or less, but it would still be present. If you or your husband are affected by NONCLASSICAL yourselves, then it is possible for a second child to have NCAH instead of SWCAH. NCAH is not usually detected on NBS. The likelihood is that NBS could show a false positive, but almost never a false negative. If positive, with an affected sib, the docotors will be very careful. But, without virilization, it would most probably be a false positive or NCAH.
